It just doesn't work well compared to the other cloak mods, since it's not an actual equippable item. I suggest using the cloak from More Robes since it looks the same but is an actual item.

For example I feel that the witcher 3 requires a cloak mod because it was shown in the trailer Geralt wearing a cloak and hood yet its not in the game. But npcs wear them but you cant. So the cloak mod corrects an issue I have with the game all be it a small issue.
WebJust do it for example exploration. And you will be able to hit the hotkeys when your just randomly exploring meaning running around in the game. and you will be able to hit the hotkey and geralt equips either the hood for 8 cape for 9.
