To remove the paint on the backside of the needles use nail polish remover and wipe the white paint off the rear of the needle. If I set the dimmer to the lowest setting the flashing quits but the ligts are way too dark to see. I got home & swapped back to the blue LEDs, no change & the flashing continued. I just remembered there was one needle that came in my 97 cluster that had a metal stem on it.
